In a measuring and display part, a function by which the movement of a scale and the input signal of an operating key are always monitored is added to the program of a display microcomputer 25. The program is started at every prescribed time, and whether a display content is changed or a prescribed time is not changed is discriminated. Then, when it is judged by the program that the display content or the prescribed time is not changed, a power supply which is applied to a display part 24 is turned off, or a control signal which lowers the luminance of a display is sent out.
