To solve a problem in finding propagation time of ultrasonic wave in which information can be measured only on one direction by each single measurement before and after a switching operation, causing deviation to arise which is likely to lead up to a measurement error.
A switching means 38 is used to switch between a transmission-side vibrator and a reception-side vibrator. By using an output of a reception means 35, a clocking means 36 measures propagation time of an ultrasonic signal reflected at least twice between the vibrators. A flow rate is calculated based on a clock value obtained by the clocking means 36. An average flow velocity and a flow rate calculation result can be accurately found since information pairing with a propagation direction is included in the propagation time of the reflected waves.
