To provide a measuring instrument capable of accurately measuring a shearing wave speed, even in a state with water and soil being separated by liquefaction, and to provide a measuring method.
First, a cylindrical body 2 closed at one end part thereof is arranged to a test object 14 so that one closed end part thereof is embedded in the test object 14 and a rigid body 3 is allowed to collide with the inner surface of the cylindrical body 2 to generate shearing waves 13. Next, the time between the time when the shearing waves 13 are generated by the collision of the rigid body 3 and the time when the shearing waves 13 arrive the predetermined position in the test object 14 is measured. Thereafter, the speed of the shearing waves 13 is calculated on the basis of the measured time.
