To provide a simple measuring system of high reliability for measuring the surface tension/interfacial tension/viscoelasticity of a very small amount of a liquid or another soft material in a non-contact/non-destructive manner, and its measuring instrument.

A substance 102 to be measured is inserted into the gap between electrodes 103 and 104 and voltage is applied across the electrodes 103 and 104 to generate an electric field. With respect to the deformation of a substance appearing accompanied by Maxwell stress produced by the dielectric constant difference between the inside and outside of a target substance 102, the surface tension and elasticity of the target substance are measured from the absolute quantity of the deformation and the viscosity of the target substance is measured from the motion state of the deformation following the temporally changed electric field.
