A meat distribution non-contact type IC tag management system 100 is equipped with a terminal 10 and a terminal 20. The terminal 10 has an encoding device 1 which encodes first information related to the meat 13 based on a secret key 8 for the first information related to the meat 13, and a writing device 2 which writes the first information encoded with the encoding device 1 and a public key 9 for decoding the information encoded with the secret key 8 in the IC tag 21. The terminal 20 has a reading device 3 which reads out the encoded first information written in the IC tag 21 and the public key 9 from the IC tag 21, and a decoder 4 to decode the encoded first information based on the public key 9.
