The outer periphery of the nearby rear end of a retainer 41 is supported on the inner peripheral surface of a housing 1 via an operating O ring 5, by a stationary side sealing element 4 arranged in the outer periphery of a rotating shaft 2 extending in a lateral direction and the outer periphery of nearby a rotation side sealing element 3 is supported by a diameter directional coil spring 8 via a pad 7 composed of material having a low friction factor from the lower side. Thereby holding nearly coaxially with the housing 1 is done, and also a following actuation property in axial diameter directions is ensured.
