PURPOSE: To transfer a picture to a remote place and to execute exact diagnosis by providing a picture processing part, which executes the conversion processing of original picture data to picture data for display in a transmission side in advance, and a picture display part to display the received picture data for display as they are.

CONSTITUTION: The various original picture data housed to a picture memory 3 are converted and processed to the picture data for display in a picture processing part 4 in correspondence to the operation of an operator such as a doctor, so that a picture optimum for the diagnosis can be obtained in a reception side. In such a case, various edition is executed as necessary. For example, the No.1 4.7MB original picture data in a second figure are converted to the 1.5MB picture data for display, which are shown in the third figure, and transferred through a light to another device by a transmission part 6. Thus, when the picture data of display are received in the other device, these data are displayed on a display part 5 as they are without receiving any conversion processing by the transmission part 6.
