This medical solution dispenser is provided with a filling section 11 having its interior filled with medical solution W, a catheter 13 having its proximal end connected to the filling section 11 and the distal end formed with the discharge hole for discharging the medical solution W, a voltage application section 14 applying a voltage to the medical solution W, and a discharge mechanism 15 for discharging the medical solution W in the filling section 11 from the discharge hole via the interior of the catheter 13. This device discharges the medical solution W with it electrically charged by the voltage application section 14, from the discharge hole to the affected portion in the living body into a columnar shape, and is delivered to the affected portion, with the tip of the medical solution column split into mist by a potential difference from the affected part, along an electric force line extending from the tip of the medical solution column to the affected portion.
