To achieve a medium binder which can pinch a tape exactly with a pinch member without a precise control of movement, has a simple structure and is inexpensive.

The central part of a support plate 12a formed in a base part of the pinch member 12 is fixed to a support shaft 14, and the central part of a support plate 13a formed in a base part of the pinch member 13 is rotatably attached to the support shaft 14 to make the pinch member 13 contact the pinch member 12 by spring force. When the support shaft 14 and the pinch member 12 are rotated with a protrusion 13b formed in the support plate 13a engaged with a stopper 15 to open the pinch members 12 and 13, and the tip end of the tape for binding bills supplied from a tape supply means goes between both the pinch members 12 and 13, the support shaft 14 and the pinch member 12 are reversely rotated to pinch the tape with the pinch members 12 and 13.
