A temporarily suspending part 15 is provided with tape sensors 45A and 45B at both of tape running systems 27A and 27B, and a shading area SA is provided at each trailer of inner tapes 40A and 40B. A control section 21 of the temporarily suspending part 15 monitors each light-receiving signal of the tape sensors 45A and 45B when a drum 23 performs a winding operation, and suspends rolling of the drum 23 at a point of time when either one of the signals comes to show a "dark" level and the shading area SA is detected. Therefore, the temporarily suspending part 15 can suspend the winding operation of the drum 23 at the time when one of the inner tapes 40A and 40B reaches the trailer first during the winding operation of the drum 23, and can prevent damage due to addition of excessive tension to each tape.
