PURPOSE: To prevent noise from being generated by high-speed conveyance by adjusting speed to be low by classifying the speed of conveying a medium fetched into the device into plural stages and setting the arbitrary conveying speed by a changeover switch.

CONSTITUTION: A changeover switch 30 is provided to switch the speed of conveying the medium into the plural stages, and when the arbitrary speed is set by oparating the changeover switch 30 after setting the medium to be processed onto a hopper, this speed is set to a speed set memory 37. The set is confirmed by a speed set confirming means 27 and when it is confirmed, a paper feeding mechanism part 33 is controlled to be switched to this set speed by a speed switching means 28. Thus, by switching the conveying speed to be low, the noise from the device can be adjusted.
