To stably combust and melt combustible fractions such as char which might be produced from dust, and stably discharge molten slag.
A melting furnace includes an introduction inlet 3 for introducing ash, thermal decomposition gas, char or combustible materials produced from dust or wastes, a melting section 2 for melting ash fractions of dust or wastes, a slag discharge hole 5 for discharging molten slag produced in the melting section, and a secondary combustion chamber 7 provided downstream of the melting section. In the melting furnace, the melting section 2 is of a turning melting section where introduced matter from the introduction inlet 3 is turned, the introduction inlet 3 is provided in the tangential direction with respect to a circumference of the rotation, and the a burner 4 for combustion and melting is provided on an upper side top portion of the melting section. Combustion waste gas from the melting section is discharged in the same direction as a discharge direction of the molten slag such that temperature near the slag discharge hole 5 exceeds slag flow lower limit temperature, and all the discharged combustion waste gas is forced to flow to the secondary combustion chamber 7.
