To provide an EMC countermeasure member having both a conduction noise suppressing function and a radiation noise suppressing function, and also to provide an EMC countermeasure method using the same.
The EMC countermeasure member 1 contains a conduction noise suppressing layer 6 which is such that a magnetic substance is dispersed by a physical evaporation method into a binder 2 having a shear elastic modulus at the time of physical evaporation of 1×103-1×107 Pa, and a radiation noise suppressing layer 5 containing the binder 2 and an electromagnetic wave absorber 3. The EMC countermeasure member 1 is arranged near a wiring circuit inside an electronic component, or near a wiring circuit on a substrate so that the conduction noise suppressing layer 6 is electromagnetically coupled to a conductor of the wiring circuit inside the electronic component or to a conductor of the wiring circuit on the substrate.
