To accept subscriptions for a special membership from members and nonmembers, special membership subscription terminals connected to a communications line including a responding computer and the Internet are installed in stores other than the facilities, including race tracks, offtrack betting booths, and post offices, convenience stores, department stores, and supermarkets affiliated with the promoter of the races. Betting ticket vendors with the function of reading membership cards issued to special members, cash dispensers, and registers for food/drink and for purchase are provided at the race tracks and offtrack betting booths.
