To provide a membrane electrode assembly in which insolubilized chemically-modified fullerene is contained in a catalyst layer of an electrode.

The membrane electrode assembly contains metal ion cross-linked phosphonated fullerene in which a phosphonate group of chemically-modified fullerene actually bonded with no organic compound is cross-linked with a cerium ion, a manganese ion, a calcium ion or a platinum ion in a catalyst layer of an anode and/or a cathode. The membrane electrode assembly may be the metal ion cross-liked phosphonated fullerene containing 1-12 substructure H-C-C-PO(OH)2or 1-12 substructure H-C-C-SO3H.
