In a membrane electrode assembly 100 which is equipped with an electrolyte membrane 110, and a cathode catalyst layer 120c and an anode catalyst layer 120a that pinch the electrolyte membrane and each consisting of a catalyst and a carrier to carry the catalyst, a logarithmic value of the ratio of exchange current density of hydrogen oxidation reaction to the exchange current density of oxygen reduction reaction in the anode catalyst layer 120a which is obtained by an equation: log 10(exchange current density of hydrogen oxidation reaction/exchange current density of oxygen reduction reaction) is 4 to 10, and a product of the exchange current density of hydrogen oxidation reaction and a value of the effective catalyst area per catalyst application area is a prescribed value or less.
