A cylindrical member with elasticity such as a polypropylene tube, a silicone tube and an acrylic resin or rubber tube is fitted to a metal fitment or the like, and a memo sheet is put inside and fixed. Regardless of the thickness of the memo sheet, a thick envelope, a heavy envelope or the like can be simply fixed and removed by one hand, and a heavy paper bag or the like can be also fixed. When this series of functions of inserting and fixing is utilized, such a fitment that hangs a side ditch, a U-shaped ditch or the like of a concrete product can be manufactured at a low cost.
