PURPOSE: To accelerate the rotation processing of picture data by accessing data, which are written into a prescribed bit position written at the various bit position for each address, and executing parallel read control for the unit of the prescribed plural bits.

CONSTITUTION: A memory 1 is provided, a write circuit part 2 is provided to write the data to the memory 1 for the unit of one byte, and a read circuit part 3 is provided to read the data from the memory 1 for the unit of one byte. Since the picture data written into the memory 1 are read out for the unit of the plural bits, the picture data are outputted while receiving the rotation processing. Accordingly, it is not necessary to write the picture data, which are read out from the picture memory, to a shift register and to read out a rotated result. Thus, the rotation processing of the picture data is accelerated.
