A menu screen editing part 11 of a menu creation tool 1 provides a GUI for visually intelligibly producing the menu screen, and manages editing contents of that time as menu data 21. A menu screen data production part 12 allows input of the menu data 21, and produces the menu screen data 22 actually displayed in an electronic appliance that is a built-in object. A transition control program 13 allows input of the menu data 21, and produces the transition control program (source data) 23A changing over and controlling the menu screen data 22 produced by the menu screen data production part 12 along user operation.
