To solve the problem associated with the conventional art in which: in a metal refining method using a melting furnace, it has been not easy to perform a melting method using steam.MEANS FOR SOLVING THE PROBLEM: Conventionally, it has been not easy to perform a reductive reaction of metal oxide only with high-temperature steam. However, into the steam at 138°C, put are a gas with an oxygen concentration of 0.2% or less and a hydrogen concentration of 0.5% or more and carbon or carbon monoxide, so that the metal oxide is reduced and can be refined as metal.
