The meter comprises a plurality of lead switches 13, 14 for switch-operating by the magnetic field changes that operate with mechanical repetitive motion, by the measuring operation of a measuring section measuring the amount of used-utility under the state being mutually electrically insulated and then output pulse signals by each fixed amount of used-utility; a pulse signal receiving section 21 for receiving a pulse signal outputted from the parts of a plurality of the lead switches 13, 14; a pulse interval measuring section 22 for measuring the pulse intervals between each pulse signal received by the pulse signal receiving section 21; and the adapter 20 for the meter, having a pulse interval integrating section 23 for integrating the pulse intervals measured by the pulse interval measuring section 22, based on a predetermined integration rule.
