A brush base 10 and a rotor 24 are rotated by a motor 7 installed on a casing 1. A brush 32 is planted on the half of the rotor 24, and a sponge plate 30 is fixed on the surface of the rest half side. Mixed liquid in which water, pigment, etc., are mixed is placed in a tank 23 below the casing 1. The mixed liquid is supplied to the sponge plate 30 through a hose 21, etc. A rotary blade 4 which is rotated by a motor 3 and a heater 5 are installed in the casing 1. When the rotor 24 is rotated by bringing the brush 32 and the sponge plate 30 into contact with a glass surface, etc., the sponge plate 30 sticks the mixed liquid to the glass surface, etc., and the brush 32 applies dirt and the mixed liquid while mixing them. A coated article is dried by hot air from the heater 5. The dried coating film is peeled off by the brush base on the opposite side.
