To reduce power consumption by turning the power supply of unneeded resources off while maintaining the capability requested to a network when the communication amount of the network is reduced.
The power controller of the network includes: a constraint storage means 126 for storing the capability requested to the network; a network pattern generation means 121 for sequentially generating a binary pattern indicating the on/off of the power of the resource; a coverage decision means 125 for evaluating a network pattern by a constraint; and a cost calculation means 127 for obtaining the power consumption of the network indicated by the network pattern. From the power consumption obtained by the cost calculation means, the on/off of the power of a communication path is controlled.
