An upper mold 23 (lower mold 22) constituting a roll mold 21 includes: a cylinder surface of a reference diameter; and a projection 23H and a recess 23L each having the same height difference relative to the cylinder surface. The projection 23H and the recess 23L are configured to be arranged alternately at a constant pitch in a circumferential direction and disposed alternately at a constant width in an axial direction of the cylinder surface of the reference diameter. The cylinder surface of the reference diameter, and the projection 23H and the recess 23L each having the same height difference relative to the cylinder surface define a three-tired layer on a roll surface. A plate-like material W is continuously fed to the roll mold 21 to project projections on both front and rear sides of the plate-like material W where respective projection amounts on both front and rear sides from a plane of the plate-like material are equal to each other, and the boundary of the projections on both front and rear sides is sheared to form an opening in a direction of crossing the plane of the plate-like material W.
