A circular rod shape die 37 is locked to the output shaft 351 of a motor 35 mounted on a fixed base 34. The roughened working surface 371 is formed on the peripheral surface of the die 37 by shot peaning or shot blasting. A circular rod shape die 41 is locked to the output shaft 391 of a motor 39 mounted on a movable base 38. The roughened working surface 411 is formed on the peripheral surface of the die 41 by shot peaning or shot blasting. The dies 37, 41 are turned in the state that a rotary shaft 15 is sandwiched between the dies 37, 41. As a result, the roughened shape of the roughened working surfaces 371, 411 can be transferred to the outer peripheral surface 156 of the rotary shaft 15.
