PURPOSE: To improve the performance of the starting of an engine when cold by fixing the control rack of a fuel pump at the maximum injection position until the number of revolutions of the engine reaches predetermined value after starting and releasing the rack when the number of revolutions reaches the predetermined value.

CONSTITUTION: When starting an engine when cold, a control rack 27 is moved to the maximum injection position side when a select switch is previously turned ON. When a key switch is turned ON, a connecting lever 49 is transferred to a position (a) through the operation of a motor, a governor lever 25 is pushed by the pawl section 49a of the lever 49, and the rack 27 is fixed at the maximum injection position. When a starter is driven and started, the governor lever 25 is enforced to turn in the direction that fuel is decreased through the revolution of a crankshaft 29, but the lever 25 is regulated by means of the connecting lever 49, and the quantity of injection is maintained. When the number of revolutions of the engine reaches predetermined value the connecting lever 49 is returned to a position (b) through the operation of the motor, the rotation of the governor lever 25 is allowed, and the lever is transferred in the direction that fuel is decreased by the centrifugal force of a governor weight 30. Accordingly, the performance of starting is improved.
