To provide a method of deciding the quantity of water to be kneaded to obtain a kneaded material in a funicular state in kneading by precisely predicting the hydration reactivity of the coal ash and to provide a forming method free from a problem of the sticking to a pressure plate in the forming after kneading.
Ash having corrected basicity of 0.1 and the reactivity index of 10 is selected from the coal ash collected by an electric dust collector 1 as a raw material and the raw material ash is mixed with lime, coal, gypsum and kneaded in a kneader 28 with water of the quantity adjusted so that the power of the kneader 28 required for agitating the kneaded material per unit weight becomes a prescribed value. The resultant kneaded material in the funicular state is formed block state under a condition of 30-90 times vibration frequency and 0.1-1.0 mm amplitude for 10-40 sec in a vibration forming machine 9 and is removed from a mold and aged in an aging machine 10. The resultant solidified body is pulverized through a primary crusher 11 and a secondary crusher 14 and the particle size is adjusted to obtain the granular solidified body.
