The method for manufacturing the paper tube comprises the steps of obliquely cutting opposite side edges of the front and rear surfaces of strip-like base paper 2 along its longitudinal direction in a strip-like state, thereby forming gradually thinning oblique surfaces toward a side edge, and then spirally winding the surfaces while superposing the oblique surfaces. The method further comprises a step of coating an adhesive on the oblique surface before the oblique surfaces are superposed. The apparatus for manufacturing the paper tube comprises a supply amount regulating means for regulating the supply mount of the strip-like material to a paper tube forming means between cutter means 4, 5 and the paper tube forming means to absorb the change of the conveying speed of the base paper 2 brought by the means 4, 5.
