A cementitious solidifying material and a silica source are continuously supplied to the premix region (PM) of a container to be premixed by stirring blades (34) and chopper blades (35), and slag is supplied to the kneading region (M) on the downstream side of the premix region while water is added thereto to form nuclei of the slag granulated material by the kneading and dispersing actions of the stirring blades and the chopper blades. Further, the kneaded matter is stirred and granulated by the stirring blades and the chopper blades in the granulation region (G) on the downstream side of the kneading region. At this time, the parts corresponding to the kneading region and granulation region of a rotary shaft (30) are heated to a predetermined temperature from the inside and the part opposed to the granulation region of the container is headed to a predetermined temperature from the outside to granulate the slag.
