Decorating powder raw materials 5 and 6 stored in a hopper 1 are allowed to flow out from a down side of the hopper. They are formed by pressurizing with two pieces of pressure rolls 7 and 8 arranged below the hopper 1. The sheet-like raw materials 15 are crushed by a crushing means 16 to make a flake-like small piece 15a. After scattering the small pieces 15a on a surface of main raw materials filled in a mold, they are formed by pressurizing to obtain a tile groundwork.
