PURPOSE: To prevent a wire material from being damaged by a cushion material by operating a press-fitting roller when the wire material approaches onto a taking-up drum and attaching under pressure the cushion material onto the wire material and cutting the cushion material when the cushion material is taken-up at least one turn.
CONSTITUTION: When a wire material 1 is taken-up onto a taking-up drum 3 and approaches onto the collar part of the drum 3, said approach is detected by a detector 4, and a press-fitting roller 8 is attached under pressure onto the wire material 1 according to the signal of the detector 4. The cushion member 7 loaded onto the press-fitting roller 8 is pressed onto the lower edge of the wire material 1 and sent to the taking-up drum 3. The compressed air is blown-up from the nozzle of a cushion member holding means 9, and the cushion material 7 is kept so as to contact the wire material 1. Thus, the breakage caused by the mutual rubbing between the layers of the wire material is prevented. When the cushion material 7 is taken-up at least one turn onto the taking-up drum 3, a cutter 10 is operated to cut the cushion material 7, according to the signal of a detectors.
