To provide a speech decoding apparatus capable of recovering an LSP parameter in a spectrum region in case of the occurrence of loss of a frame during speech decoding.
The speech decoding apparatus includes an excitation signal encoding section 320 which outputs an excitation signal, an LSP parameter decoding section 330 which decodes the LSP parameter, a frame erasing and concealing unit 360 which recovers the line spectrum pair parameter and excitation signal by using the parameter of a previous normal frame when there is the erasure frame, a parameter transmission section 310 which transmit the parameter of the present frame to the excitation signal encoding section 320 and the LSP parameter decoding section 330 when there is no erasure frame and transmits the parameter of the present frame to the frame erasing and concealing unit 360 when there is the erasure frame, an LSP/LPC conversion section 340 which converts the LSP parameter to an LPC, and a synthetic filter 350 which outputs the speech signal by using the LPC.
