A cut element 21 is charged to a holding case 101 and the holding case 101 is placed in a degreasing tank 110 of a separation apparatus 100 and immersed in a degreasing liquid 1, and then stirring blades 112 are operated and rotated to remove PCB oil existing between layers to separate the respective layers of an aluminum foil 21a, a plastic film 21b and an insulating paper sheet 21c. After that, the holding case 101 is moved to a separation tank 120 and immersed in a separation liquid 2 and stirring blades 122 are operated and rotated to sufficiently bring the respective layers 21a-21c into contact with the separation liquid 2 and then the rotation of stirring blades 122 are stopped to stand the separation liquid 2. Consequently, the aluminum foil 21 is precipitated to the bottom part of the holding case 101, whereas the plastic film 21b and the insulating paper sheet 21c are floated in the separation liquid 2 in the separation tank 120.
