To prevent dioxin pollutants from flying outside a structure by sucking the dioxin pollutants with a suction fan, even when surrounding dioxin pollutants fly when the irradiation of laser is performed.
A suction fan 14 is disposed at a suction port 2a of a structure 2 and a vacuum is caused in the structure 2 to suck dioxin pollutants 3, which prevents the dioxin pollutants 3 from flying outside without requiring large-scale working such as covering the whole of equipment. A laser part 5 is provided to irradiate the dioxin pollutants 3 with laser 4 so that the dioxin pollutants 3 are automatically heated over the entire area of the internal surface of the structure 2. This eliminates the need for disassembling the structure 2, for working by a worker in the bad environment and for spraying of water as pretreatment.
