In a rough drying process 1, the coating material waste is rolled and heated to be dehydrated and dried between rotating drums 15 disposed oppositely to each other in a rolling dryer 13. In a reservation process 2, the roughly dried coating material waste is cooled by an agitating dryer 21, and is stored sequentially while preventing recoagulation and deposition of the coating material waste by agitating them by using rotary crushing blades 24. In a main drying process 3, a prescribed amount of the coating material waste stored in the reservation process 2 is heated, and crushed by the rotary crushing blades 24 to be dried, thereby obtaining a recycled material.
