PURPOSE: To improve the efficiency of an RDF (Refuse Derived Fuel) production process as a whole, to keep biological stability high, and to control the quality of RDF with good fuel efficiency by a method in which a mixture of alkali earth metal oxide with putrefactive substances or wastewater is heated to accelerate the hydration reaction, the oxidation reaction, etc., of the mixture, and water contained in municipal waste is removed by utilizing the heat obtained from the reactions.

CONSTITUTION: The first waste which is obtained by crushing waste such as municipal waste is added with additives comprising alkali earth metal oxide etc., in a constant ratio to make the second waste, which is fed into a heated case main body 9 to be subjected continuously to the three functional processes of mixing, heating reaction, and drying by the rotation of an agitating-rotating body 17 in the case main body 9 so that a reacted waste mixture which keeps a constant water content is continuously cut out.
