PURPOSE: To automatically wind and bind an element (for example a rotor) by a wire.
CONSTITUTION: A rotor 9 to be bound is held by a holding apparatus 43 comprising a rotor holding cylinder. An end of a wire 7 is releasably pinched by pinching members 8, 17. A roller 10 located beyond the pinching members 8, 17 are revolved round the rotor 9 to guide and carry the wire 7. Two fingers 34, 35 pull outwardly the wire 7 at two portions of the wire 7 between the pinching members 8, 17 and the roller 10. By a third finger 30, the end of the wire 7 is pulled out through a triangular space surrounded by the wire 7 which is formed by passing the wire 7 via the fingers 34, 35 and the rotor 9. A cutting blade 67 cuts the wire 7 between the rotor 9 and the pinching members 8, 17.
