A disused refrigerator 1 is crushed by a chlorofluorocarbon collecting device 100, and the metallic valuables, the plastic materials and the expanded heat insulating materials are separated from each other among the spalls. Then the closed cells of the heat insulating materials are broken, and chlorofluorocarbon gas contained in these cells are degassed and then liquefied to be collected as heat insulating chloro fluorocarbon. The collected quantity data on the heat insulating chloro fluorocarbon are sent to a treating charge calculation part 200. At the same time, the treating value of the refrigerator 1 is counted by a counter 130, converted at a conversion part 400 and sent to the part 200. At the part 200, the basic data are calculated for the treating charge of the waste according to the quantity of collected heat insulating chlorofluorocarbon. Furthermore, for example, the treating value data on the refrigerator 1 are used for varying the treating charge according to the quantity of collected heat insulating chlorofluorocarbon per refrigerator, when a large number of refrigerators 1 are treated.
