A prepaid number P is composed of an index part PINDEX and a masking part PMASK which can not be recognized from the outside. Initial certification data X(0) are exclusively ORed with the masking part PMASK so as not to be estimated, and transmitted to an authenticator together with the index part PINDEX or the like. The masking part PMASK, which acquires PINDEX as an index, is exclusively ORed with the result Y(0) of the exclusive OR processing again by the authenticator, the initial certification data X(0) are restored and these data are registered as certification data Z(0) for confirming the user.
