A cutter changing jig 1 is set on a table 13 below a cutter head 11, and the cutter supporting section 4 of the cutter changing jig 1 is raised by a lifter mechanism 3 to fit the lower face of a milling cutter 12, and the milling cutter 12 is disengaged, and the cutter supporting section 4 is lowered while supporting the milling cutter 12, and the milling cutter 12 is changed. Then, the cutter supporting section 4 is raised by the lifter mechanism 3, and the milling cutter 12 is positioned at the joint section of the cutter head 11 and is joined to the cutter head 11.
