To reduce the cost of an installation in a circulation fluidized incineration processing, and improve heat efficiency.
In a circulation fluidized incineration processing, a prior art air preheater is eliminated, and instead an external heat exchanger 11 and a sand heater 15 are disposed. A fluidization medium (sand) d flowing into a hot cyclone 6 from a rizer 1 and waste gas c are separated, the sand being sent to the external heat exchanger 11 with the waste gas c being sent to the sand heater 15. In the external heat exchanger 11, the sand d is fluidized, and combustion air b sent into the riser 1 is preheated. The sand d in the external heat exchanger 11 is sent to the sand heater 15 where it is heated with the sent waste gas c and is returned to the riser 1 through a return sand pipe line 16.
