To collect incineration ash of a waste article derived from animal excreta or sludge to be used as a fertilizer.
The system comprises an incinerator 1 which incinerates a waste article derived from animal excreta or sludge at 900 °C or higher, a dust collector 2 connected to an exhaust gas outlet of the incinerator 1 via a flue, a waste heat collecting device (4) connected to the exhaust gas outlet of the dust collector 2 via a flue, a cooling device 5 which cools the exhaust gas discharged from the waste heat collecting device (4), and a dechlorination device which performs dechlorination by adding a reaction aid 18 into the exhaust gas cooled by the cooling device 5. Due to this configuration, incineration ash having small chlorine level and levels of dioxins is collected, and this can be reused as a fertilizer.
