A traffic information analyzer and an infrared transmitter/receiver are loaded on each of a plurality of public road facilities located on monitor roads, and signals from the analyzer are transmitted to/from each other by the infrared transmitters/receivers, or signals from the analyzers are transmitted to/from each other via the power supply cables by the communication equipment.
