To provide a method of controlling cooling by which temperature just before coiling of a hot-rolled metal strip of a product is brought near to a desired value as much as possible when cooling a material to be rolled by using cooling water before coiling as the hot-rolled metal strip after hot-rolling a metal material (material to be rolled) and a method of manufacturing the hot-rolled metal strip using the same.
By providing a flow meter 265 on every control unit (262 or 261) for injecting cooling water w from cooling equipment 26, measuring the flow of the cooling water w which is injected actually in every cooling unit (262 or 261), the number of the control units (262 or 261) for injecting the cooling water w is adjusted so as to reduce the difference of temperature between the temperature of the material to be rolled (hot-rolled metal strip) 8 just before coiling and the target temperature of the metal to be rolled (hot-rolled metal strip) 8 just before coiling, which is predicted from the difference between the measured flow and target flow.
