PROBLEM TO BE SOLVED: To provide a method by which a control range can be set, for quickly and appropriately achieving securing of low permeability of compacted soil.SOLUTION: A method includes: performing a compaction test in which moisture content and compaction energy of soil material to be controlled are set as parameters; performing water permeability test on a sample having the same moisture content and dry density as those of the soil material; setting a C-value determination line in a reference compaction curve; on the basis of a result of the water permeability test, determining whether or not a demanded quality is satisfied; applying the determination result of the water permeability coefficient to the compaction curve and deciding a C-value lower-limit line that satisfies the demanded quality; setting a reference moisture content, and taking the moisture content as a reference, setting moisture content ranges on the dry side and the wet side; and setting a lower limit value of the dry density. Further, a range that satisfies all of the decided C-value lower-limit line, the set moisture content ranges for the dry side and the wet side, and the set lower-limit value of the dry density, is set as a control range for satisfying the demanded quality.
