The operated number of circulating pumps 3 is controlled to the object one according to a change in a boiler load command 27, and also when absorber outlet SO2 concentration 31 becomes an upper limit value previously set or more, or on increasing a load when a boiler load object value 28 is increased to a set width or more compared to the present boiler load command 27, the circulating pumps 3 are additionally started to increase the operated number of the circulating pumps 3, and on the other hand, when the absorber outlet SO2 concentration 31 becomes a lower limit value previously set or less on increasing no load, the stoppable circulating pumps 3 are stopped to decrease the operated number of the circulating pumps 3.
