PURPOSE: To improve the quality of a product and the durability of a shoe by slantly arranging a drive roll shoe at a fixed advancing angle and controlling its rotational speed synchronously with that of a stock to be rolled.

CONSTITUTION: A pair of rolling rolls 21 are slantly arranged by providing them a prescribed advancing angle each,and a plug 23 held by a plug bar is disposed between them. A drive roll 31 is arranged by slanting its central axis by a fixed advancing angle of 3W4° with respect to the axial direction of a pipe stock 32. The shoe 31 is driven by a motor 45 through an universal coupling 44, and its rotational speed is controlled by an arithmetic control unit 47. At that time, the rotational speed of shoe 31 is controlled synchronously with that of the roll 21 throughout its whole length. Accordingly, the shoe 31 is rotated at a peripheral speed conforming to that of a round billet or a pipe stock 32, and the slip between the shoe 31 and the round billet or the pipe stock 32 is prevented. In this way, the quality of a stock to be rolled and the durability of a shoe are improved.
