Organic waste 1 is made into a slurry 2, which is subjected to anaerobic digestion 4 to recover methane gas 6, the fermented slurry 7 is made into a carbon slurry 13 by a hydrothermal reaction 11, and solid-liquid sepaqation 4 is carried out to recover a condensed carbon slurry 17. The separated liquid 16 produced in the solid-liquid separation can be sent back to the anaerobic digestion 4 for the waste. The hydrothermal reaction is carried out at a temperature of 250 to 350°C and a pressure of 50 to 200atm. to effect elimination reactions of halogen elements and oxygen.
