To correctly read a slip image having the different inclinations on upper and lower sides by finding the inclinations on the upper and lower sides of a slip, segmenting and recognizing a character or image while using the inclination on the upper side of the slip for a line existent on the upside and using the inclination on the lower side of the slip for a line existent on the downside with a certain position on the slip as a boundary.
Upper and lower side detection parts 106A and 112A detect the respective left and right corners on the upper and lower sides of the slip from an image buffer 104A and finds the inclination amounts of the upper and lower sides from the detected corners. With a certain position on the slip as a boundary, a line inclination correcting part 113A finds the inclination on the upper side of the slip concerning the line existent on the upside or finds the inclination on the lower side of the slip concerning the line existent on the downside. While referring to the inclination and position of the line at a line side inclination correcting part 113A and the line side at the line side detecting part 107A, a character segmenting part 108A finds a line character area and segments a character pattern for one character. A character recognizing part 109A performs character recognizing processing of the character pattern.
