PURPOSE: To heighten the processing speed of a metal sheet production line, by moving a drum shear from a waiting position toward a winding reel to cut off a moving band sheet by both cutters.

CONSTITUTION: A cutter 10 for cutting off a band sheet is provided in each of the winding reels 6, 7 of a carrousel-type winder. A cutter 8 for cutting off the band sheet is provided in a drum shear 9 movable toward and away from the reel 6, 7. The drum shear 9 is placed in a waiting position off a line so that when winding on one reel is completed, the shear is moved toward the next reel and rotated at the same speed because of the friction on the surface of the band sheet. When the cutters 8, 10 have reached prescribed cut off positions, the cutter 8 is protruded to cut off the foregoing band sheet S1 by the cutters 8, 10. The following band sheet S2 is then wound on the reel.
